31 states that enforce seat belt use as a primary law

 

A "primary enforcement law" is one that regards seat belt use as a primary infraction, and officers can stop and ticket motorists for not wearing their seat belts. A "secondary enforcement law" is one that is secondary to another infraction, and officers can ticket motorists for not wearing their seat belts only if stopped for another offense. Motorists therefore cannot be pulled over in secondary states if observed not wearing their seat belts; they must be ticketed for speeding or some other violation first.
